THIS IS A TWO YEAR TERM LOCAL APPOINTMENT TO BE LOCATED AT THE WORLD BANK'S OFFICE, NAIROBI, KENYA WITH OPTION FOR AN EXTENDED TERM. LOCAL STAFF BENEFITS WILL APPLY.

The Poverty Reduction and Economic Management Unit (AFTP2) of the World Bank is seeking a high caliber locally-recruited Economist for the Kenyan program to be based in the Nairobi office. The selected person is expected to support the World Bank's program of economic and poverty reduction policy analysis on Kenya.

The Economist would be part of AFTP2, the home of PREM staff providing lending and non-lending services in support of growth and poverty reduction in East Africa and the Horn (Comoros, Ethiopia, Eritrea, Kenya, Tanzania, Uganda, Sudan, Somalia, and Seychelles).

Duties and Accountabilities
The Economist will work closely with the Kenyan PREM team, under the management of the Country Director for Kenya (and Rwanda, Eritrea, Comoros, Seychelles and Somalia) and the AFTP2 Sector Manager in the Bank's matrix arrangement. The Economist filling this position will be supervised on a day-to-day basis by the internationally-recruited Lead Economist based in Nairobi, Kenya.

The Economist will:

- Carry out responsibilities for a broad range of non-lending AAA/ESW tasks in line with client needs, with a focus on poverty and inequality, including analysis of for shared growth and public finance, which are undertaken in collaboration with leading government agencies and other development partners;
- Have direct responsibility for maintaining and updating the Live Data Base (LDB) for Kenya, and maintain and run periodic simulations of the Revised Minimum Stanford Model (RMSM) which involves closely monitoring the economy;
- Provide support to other Bank units on lending operations and/or preparation of analytical and advisory activities, as needed;
- Monitor the economy, and to this end, manage the economic data base;
- Maintain close working relationships with government counterparts, IMF, the donor community, as well as with civil society in Kenya more broadly;
- Carry out the work program in a way that helps build capacity.

Selection Criteria
- Academic Qualifications and Work Experience: Minimum MA Degree in Economics (preferably PhD with strong qualitative orientation in open economy macroeconomics as well as thorough knowledge of basic micro-economics), and at least five years of relevant work experience.
- Technical Proficiency: Skills and experience in working in low income countries, economic policy engagement, including on budgets and data analysis. Proven strong conceptual, analytical, quantitative and evaluative skills in the foregoing areas, and ideally also poverty and inequality analysis.
- Personal Maturity and Professional Integrity: High level of personal and professional motivation and integrity, and demonstrated commitment to avoiding conflict of interests. Ability to handle sensitive information appropriately, and to gain the trust and respect of country counterparts, while maintaining objectivity and clear focus on the Bank's mission.
- Communication: Strong communication skills, including ability to distill technical analysis for technical and non-technical readers and listener, and solid presentational skills. Excellent general writing skills.
- Team skills: Strong ability to function confidently and cooperatively in a multi-cultural environment, and working in teams. Results-oriented personality with proven problem-solving skills. Also ability to work independently when required in support of team goals.
- Language Skills: Proficiency in English is required;
- Computer Skills: Sound knowledge of MS Office programs, including excel. Strong technical skills including knowledge of STATA are ideal.
